Many eons ago there was an active volcano that rose from the ocean floor in the tropical seas. This volcano formed many landmasses, several that broke off into small islands but some forming larger ones around it. Time had passed, the volcano cooled and just became another peak in the mountains, having formed many lush areas that different environments grew in and Pokémon even thrived in. Most Pokémon and plants were carried on wind and in the sea, and the occasional traveling, over the decades to make the islands bustle and thrive. Even shipwrecked humans, or ones lost from riding their flying types or surfing Pokemon that became stranded, came to live and thrive here.
The humans built their own culture, one of almost tribal with rituals and prayers to the mighty Legendary Pokémon from their ancestor's lands. As their numbers grew, and those from other lands started to appear and be shipwrecked or just exploring and stopping in, the peace and tight knit community didn't last. People started to fight over territory, food, Pokémon, even how one should lead or the other. So many groups started to form, nobody really knew their names due to just how many showed up with each trying to take over the region themselves.
Over two thousand years ago however, two different groups consolidated and merged with the rest while those not in either became neutral and just lived their lives. At the time the two groups didn't have much in the way of violence towards each other, both wanting prosperity and peace for the area so treaties were written up. Generations went by, the groups changed as new leaders kept changing little things as they reigned.
Terra, as they came to be called for the mountain and desert in their section of the region became disciplined and as unmoving as the earth beneath their feet. Order, respect, listening to your superiors and elders, honor, not breaking away from tradition or what you were told to do think or feel. Many felt it too tyrannical for them so they moved to the other group, while some went to Terra for the stability it brought and kept things well moving and peaceful with little crime.
In response however the other faction grew annoyed and frustrated, taking on the name Typhoon for they with the ice caves and rainforest wanted to be as free as the wind. Entire opposite of the tyranny, they aimed for free will and creativity to let you live your life how you wanted. Surely there was crime, but they were punished for bringing harm on others if the victim wanted. If one of the young ones had a better idea then an elder or superior, it was listened to so it was a group of equality, trust, and respect. But not everyone agreed with Typhoon either, thinking they let people be free too much so criminals were rampant and there was little stability.
Instead of everyone being in the groups, they made up the governments of the western and eastern part of the region. Most civilians were not part of either faction, and just went on their day to day life for the most part. As years went by, tensions flared at two groups that were of so much opposite goals and ideals. Battles and wars raged through the area now and then even as politics soured or civiled over the years and generations. But each group had something in common, they tried to listen to their civilians and tried to give them what they wanted so most of the wars and battles weren't that heavy or lasted too long.
That all changed when the Civilians had a unanimous wish of their two separate governments - The wish of the Pokémon League coming to the Region.
The League came to meet with the two sides, of course they weren't going to choose one side or the other and wanted a unified area to place their gyms, contests, and breeding in. Terra nor Typhoon were about to give up, and since a third group larger then them showed up they each tried to sweeten the deal. Politics went sour fast as each side tried to show that they would be more then ideal to lead the entire region and hold the league themselves. It didn't help that the last several generations the politics had help in being soured by a Team calling itself Pandora, though unknown to all. War quickly raged, and the League unable to stop them quickly put gyms in all of the cities to help protect the civilians as much as give hope and trying to calm either side down. The elite four and champion brought in for the area as well, though two of the elite four aligned themselves with either side.
The war was inevitable however, vicious beyond what they were in the past while Team Pandora helped supply both sides. Pandora however used the war to mask their own agenda's of stealing and strengthening themselves while the sides were blinded. Even going so far as to ruin more and more political chances of turning the war into peace to make sure this prolific era for them didn't vanish so soon.
The war started when the League came, and the calender came to the area as well. now it was 10 AL, after league, after the war started, and it didn't look like peace was going to happen any time soon even with a leader change in the last several years.... Even with the Champion, or the league.

0 AL - The League attempted to unify the Zephyr region and finally bring peace once and for all before setting up gyms and the league challenge, along with contests and breeding. However due to both sides and Pandora it backfires and war erupts between the two factions.
2 AL - The leader of Terra retired and placed his son in the leadership roll. This Leader has his own quirks but he upholds the ideals of his group and in turn brings a fresh face to the war. Causing the battles to escalate, along with researching ways to help win the war by a landslide with as little casualties as possible.
5 AL - The leader of Typhoon is murdered, and a young woman comes to lead them instead with a cold viciousness and an eye for revenge. Trying to keep normal civilians out of this, she quickly retaliates to anywhere that has a hint of Terra influence as she tries to gain strength to overthrow them.
8 AL - Team Pandora, after generations of being in the shadows, decides they are going to take a more active roll in the region. They do not wear uniforms or announce who they are with, instead posing as regular civilians and keeping group activities minimal so as to not arouse suspicion that there might be a big group out there.
10 AL - Everything is well underway at this point, many people are already going through the gyms, contests, or even breeding. Even Professors, after years of study, have started to crop up though some have fled the region due to the wars but others either stay, from trying to help civilians or otherwise.
